Quick answer
Insurance is part of the official approval process in Sri Lanka. CAASL's drone approval guidance requires the operation approval request, form CAA/AS/017, to be accompanied by an insurance cover that at least covers third-party damages. Operators should therefore arrange third-party liability cover for their drone before applying for flight approval, and confirm with CAASL and their insurer that the cover meets the current requirement.

The insurance requirement
CAASL's published approval procedure states that the request for operation approval must include an insurance cover at least covering third-party damages, alongside the MOD security clearance letter. CAASL's safety guidance separately reminds operators to make sure the drone is insured to cover third-party injuries and damage. In short, insurance is not optional paperwork; it is a condition of the approval itself.
What cover to arrange
The minimum expectation is liability cover for injury to people and damage to property caused by the drone. Operators may additionally consider hull cover for the aircraft itself, payload cover for cameras and sensors, and, for professional work, coverage aligned with client contract requirements. Foreign visitors should check whether an existing drone liability policy from their home country is valid for operations in Sri Lanka and acceptable to CAASL, or whether local cover is needed.
Sri Lanka Drone does not recommend specific insurers and does not receive commissions. Confirm policy validity for Sri Lanka with your insurer and, if in doubt, with CAASL.
Commercial operations
For commercial work such as filming, mapping or inspection, clients and site owners frequently require proof of liability insurance beyond the regulatory minimum. Keeping certificates of currency available, and matching the insured use to the actual operation, avoids both regulatory and contractual problems.
Frequently asked questions
Is drone insurance mandatory in Sri Lanka?
For approved operations, yes in practice: CAASL's approval procedure requires the approval request to include insurance cover for at least third-party damages. Without it, the approval request is incomplete.
Does foreign drone insurance work in Sri Lanka?
Possibly, if the policy explicitly covers operations in Sri Lanka. Confirm territorial validity with your insurer and check with CAASL that the documentation is acceptable before relying on it.
What should the insurance cover?
At minimum, third-party injury and property damage. Commercial operators often carry higher limits plus hull and payload cover to meet client requirements.
